Kostadin Sirleshtov is a partner at CMS Cameron McKenna in Sofia. He heads the Energy, Projects and Construction (EPC) practice of the office since he joined the practice in 2006. Before joining the firm he used to be a co-managing partner of a local firm and a partner in a first – tier Bulgarian practice.
Kostadin has done various post-graduate studies in PPP, oil & gas, concessions, and international law in Italy, USA, UK and Austria. He has published various articles in the leading specialised press, including: Contemporary Law Journal; Utility Monthly, Financier, Gas Regulation 2010, Public Procurement 2010 and many others. Kostadin is invited as a speaker at various conferences around the world, including the Legal issues in Oil and Gas 2010 conference held in April 2010 in London.
His particular area of expertise is in energy and utility law, having worked as Chief of Minister’s cabinet with the Ministry of Energy and Energy Resources in the period 2002-2004. As a part of the team at the Ministry of Energy and Energy Resources Kostadin was a member of the working group, which prepared the current energy legislation of Bulgaria, including the Energy Act 2003 and the Energy Efficiency Act 2004.
Kostadin also served as management board member to various Energy and Industrial Companies, including: the North East Electricity Distribution Company (prior to the acquisition by E-on), Puzzle Consulting and Financing JSCo, Terem JSCo and Energy Traders JSCo. He was recently appointed as Chairman of the National Energy Efficiency Chamber in Bulgaria and as a member of the Board of the National Association for Renovation of Buildings.
Kostadin is named among the leading Bulgarian energy lawyers by Legal 500 since 2005 and is constantly considered among the leading experts in the field.
