Amina Ahmed

Amina has extensive experience in various aspects of corporate law and non-contentious legal matters. she specializes in project financing, energy, power and infrastructure projects.

Prior to moving to Pakistan, Amina lived in Australia where she had the opportunity of working for two of Australia’s magic circle law firms whilst pursuing her law degree. From January 2008 she has practiced law in Pakistan and has worked on a number of power projects (both green field projects and those that have successfully been commissioned under the 1994 power policy or the 2002 power policy).

Amina advises clients on investments in Pakistan’s power sector, tariff and licensing matters, negotiated project documents with the government of Pakistan, power purchaser, fuel suppliers, contractors and lenders etc. She is currently assisting (foreign & local) sponsors and lenders of wind, coal, solar, thermal and gas power projects, often working closely with international law firms. Amina has a Juris Doctor (JD) from Monash University, Melbourne and a Bachelors of Economics from Macquarie University, Sydney.

Bruce Mullins

Bruce Mullins’ practice covers project work applicable in Oman to the development of infrastructure, utilities, energy, LNG, ports and shipping, environmental waste, and tourist complexes.

For the past 10 years Paul has advised the Government of the Sultanate of Oman through their various Ministries and investment entities on various strategic projects. During that time he developed all new business, negotiated the legal consultancies, and attended to all government members, consultants, and negotiations in coordination with offshore senior partners, financial advisers and technical advisers.

Project Finance Practice:

Ariel Ramos

Ariel Ramos is a partner in the Finance Practice Group at Haynes and Boone, SC in Mexico City. He primarily focuses on transactions related to the development and financing of infrastructure projects, including, among others, power, oil and gas, liquefied natural gas (LNG), government procurement, public-private partnerships (PPP or Proyectos de Prestación de Servicios), toll roads, maritime ports and terminals, water treatment plants, aqueducts and shipping. In addition, he has deep experience and actively participates in real estate, mergers and acquisitions and corporate and debt restructuring matters.

Ariel has advised lenders, developers, buyers and sellers, and governmental entities in transactional negotiations; assisted in preparation of corporate documentation and risk identification, assessment and allocation; advised on negotiation and instrumentation of project agreements, including concessions, power purchase agreements (PPA), long-term service contracts (CPS), long-term supply contracts, public private partnership agreements (PPS), public financed works (OPF), engineering, procurement and construction contracts (EPC), operation and maintenance contracts (O&M), fuel and gas supply and transportation agreements; advised on design and implementation of schemes for the development and financing of infrastructure projects, including preparation of financing and security agreements; performed analysis of permits and governmental authorizations required for the development of projects and real estate transactions; and bid processes and preparation of the bid proposals, among others.

Ariel has served as an adjunct professor of law at Escuela Libre de Derecho, Mexico City, Mexico in Administrative Law Second Course, 2009, and at the Centro de Investigación y Docencia Económicas, Mexico City (CIDE), 2007-2008. He was also Professor of Law of Licenciatura (B.A. equivalent) and Maestría (LL.M. equivalent) degrees at the Universidad Iberoamericana, Mexico City: International Economic Relations, International Contracts, Banking and Contracts, 1996-2002.

Hector M. De Leon, Jr.

Mr. de Leon’s practice focuses on corporate and commercial matters, with emphasis on equity investments, mergers and acquisitions, project development and finance, and similar commercial transactions.

He acted as counsel in many corporate transactions, including joint ventures and other strategic alliances, sale of assets and shares of stock, and corporate and project financing.
